I have selected the target window as iexplorer.exe and have set the startup size to 100% but the windows still does not open full screen.  If you hit the maximize button on the title bar, then the window goes full screen.  I've tried 100% of both current monitor and desktop, they both work the same.

My OS is Vista Ultimate 64 bit SP1.

Matt, first of all you need to indicate IE window class and program values to avoid unwanted effects.

As to the main issue, that's the peculiarity of Maximize function. When you choose the 100% startup size of a window, it's actually maximized to this size up to the window frame. But when you click the Maximize button this frame flies off the monitor. If you'd have several monitors connected to your PC you could see that a small portion of window frame is on the second monitor (when you click the Maximize button on a window's title bar on the first monitor).

The window class is IEFrame, not sure what you mean by program values.  But I would expect that if I go to the 'size' adjustment and select resize at startup to the target area (which it defines as 1296x1040) it would be as if you pressed the maximize button on the title bar...no?
