Mouse-resizing windows is "laggy"

While using the mouse-drag resize feature to resize windows using the mouse, there's a long "delay" in the resizing. I.e., I'll click and drag right to resize, but the window takes a second or two to "catch up" with it.
But it never fully catches up with it. It's always a full second or two behind the actual mouse pointer. However, using the mouse-drag to MOVE the window is "live", and doesn't have any delay.
Any idea what the problem is? Or if there's a fix?

Hello Steve.
What our product are you running (name, version)?
What OS are you running (version, 32 or 64-bit)?
Does it happen with all windows you're trying to resize?
Does it happen when our program isn't launched?
Do you press any keys while resizing windows?
