I'm checking TC with your configuration right now, and there seems to be nothing wrong with TC. It normally rolls up when it's inactive.

Please describe what exactly you do, when TC used to rollup, but now it doesn't.

 Is the window caption activated in the configuration I've sent to you? If not then please try to activate it...

I do nothing special, I just start TC on my second monitor and it's supposed to rollup on inactivity

System:
DUAL WIN7 (32bit)/WIN10 PRO (64bit)
CPU Q9550S
4GB RAM

 In my tests, I've turned Window Caption criterion on, and shorten its value to "Total Commander" with partial comparison.

 Just as a matter of an experiment, please try to disable permanent Screen icon in your TC rule. Will it help you?

 I tried to re-create the TC rule from scratch, but it still doesn't work if I don't uncheck the "window caption" in the target window tab...I tried going back to Beta2 and there's it's working with the Window caption" checked...

 Max, please disregard my previous message.
I've studied an event log you've sent with your configuration files, and I think I've found a clue.

We'll try to fix this problem in our next version. Meanwhile please just disable Window Caption criterion in the TC rule.

 When I recreated the rule it wasn't there of course...later I've added it again
