I was able to set the custom background image for the primary monitor, however not for the secondary monitors.

When I picked the image, it never showed up in the box for selected file (tried single image and slide show). Also, the time selection for the slideshow was grayed out.

Where were you able to set the image: in the Primary monitor section or in the Secondary monitors section?

Does the problem persist for both displays in the Secondary monitors section?
