Are they standard Windows toolbars?

Are you running any third-party desktop managers or sidebars?

Does the problem occur when the autohide mode is off?

If you enable the Replace the Primary Taskbar feature will the problem occur on the primary taskbar as well?

No, from folders I created as new toolbars.

Are you running any third-party desktop managers or sidebars?
Only Winsplit Revolution. When I disabled Winsplit same problem occurred.

Does the problem occur when the autohide mode is off?
Seems to hold size if autohide is off.

If you enable the Replace the Primary Taskbar feature will the problem occur on the primary taskbar as well?
Yes, When I replace the primary taskbar monitor 1 has the problem also.

Hello Barry

I was unable to reproduce the issue.

Have you tried to move the taskbar to other sides of the monitor - left, right or top? Does the problem persist with these positions of the taskbar?

Yes, have tried other sides.
Also checked task manager processes trying to find anything that might be affecting AMM.
Bothers me when I can not figure something out to solve a problem.
Computer is too new so sledgehammer is out of the possible solution list.
Will have to continue looking for more mundane solutions.

So what is the result of moving the taskbar to other side? problem still persists, right?

Send us a screenshot of the processes tab of Task Manager with all the processes.
