The prescense of Classic virtual desktops in the settings of Actual Windows Manager somehow shifts the Move to Virtual Desktops hotkeys sequence and it starts from the different shortcut (for example Win+Shift+4 shortcut sends app to first virtual desktop in your case).

I'm glad to notify you that the subject issue has been fixed in the latest version of Actual Window Manager 8.13.3 and our other products as well.

Now adding of Classic virtual desktops doesn't break the order of independent virtual desktops.
