Is there a setting that will make programs open in the monitor according to which taskbar I use? Such as if I open iTunes from the main monitor start menu it would open in the main monitor, but if I open it from the start menu in the extended taskbar on the secondary monitor it would open in that monitor.
If there is a way to do that could you also tell me how to have my Chrome icon on both taskbars so I could just click the one on the monitor I want that internet page to open in?

Hello Anthony.
There is the feature "Move to monitor at startup" which let you place window in different way. Among others there is the "Having mouse pointer" option, that will move the window to the monitor having mouse pointer. More info you can find
